(a) All junkyard, used car lots where junked automobiles are stored, and where used automobile parts are sold, business establishments where building fixtures, building materials, used furniture and any other type of used goods are allowed to accumulate, and any other commercial establishment using land for storage purposes must be completely enclosed with solid fencing to be at least eight feet in height, from the level of the adjoining highway or street.
(b) Such fences, at all times, shall be painted and in good repair and any accumulation stored within such fence shall be so located that it cannot be seen above the fence line from the middle of any adjoining street.
