Barricades during building operations shall be substantially built and shall not be less than three feet in height. Fences during building operations shall be substantially built with tight boards, plywood or other similar material applied on the outer fence, and shall not be less than six feet in height. When openings are required for access, they shall be equipped with sliding or inswinging doors or gates.
