1307.03 AMENDMENTS.
   The Housing Maintenance Code as adopted herein is amended as follows:
Section 4.01 Certificate of Inspection Required (Amended).
   Section 4.01 is hereby amended to read as follows:
   Every owner of improved real property upon which is located a single one-family residential dwelling structure, a double-family residential dwelling structure or multi-family residential dwelling structure prior to entering into a contract for the sale of such property, shall tender to the prospective buyer, and obtain from the prospective buyer, a signed acknowledgement of the receipt of a copy of a Certificate of Inspection issued no more than twelve months prior for owner occupied property and six months prior for nonowner occupied property to the date of execution of the contract of sale by the Commissioner of Housing on the subject property.

Section 4.02 Issuance of Certificate of Inspection (Amended).
   The Commissioner of Housing shall issue a Certificate of Inspection to the owner of the subject property within fourteen days after gaining access to the interior of all structures located upon the subject property and conducting an inspection of such structures, when the owner, his authorized agent or lessor, has applied in writing to the Commissioner of Housing, giving consent to such inspection, and such owner, agent or lessor, has agreed to a time during the designated business hours of the Housing Department at which the subject property will be available for inspection and has paid to the Commissioner of Housing an inspection fee in the following amounts:
      1.   First Dwelling Unit (Single Family Unit):   $100.00
      2.   Each Additional Dwelling Unit:       $25.00
   An additional fee of fifteen dollars ($15.00) shall be paid for the reinspection of all residences or rental units as deemed necessary by the Commissioner of Housing after the initial inspection is rendered.
   In no instance shall the total inspection fee for any one dwelling unit exceed the sum of three hundred dollars ($300.00).

Section 4.03 Notice of Violation (Amended).
   Section 4.03 is hereby amended to read as follows:
   The Certificate of Inspection shall contain a notice of violation listing any conditions in violation of provisions of this Housing Maintenance Code or of any other pertinent ordinances. Such notice shall order the owner of the property to repair, improve or demolish the structures or premises concerned within ninety days of the date of issuance of the Certificate.
