(a) Any person, firm, corporation, utility company or municipal corporation which is given a permit to make a street opening in the Village, shall provide proper barricades around the street openings or if barricades are not used shall cause the metal covers over the street openings to be bolted to the street. The Building Commissioner shall determine whether or not the barricades and street covers conform to this section.
(b) Whoever violates this section shall be fined a minimum of two hundred dollars ($200.00) per day for every day such condition exists.
