(A) The town hereby adopts its ARP Local Fiscal Recovery Fund Plan for the use of its allocation of funds under the ARP.
(B) The town hereby designates its entire allocation as revenue replacement to be used for the provision of governmental services, including, but not limited to, anything the town would typically spend money on such as general operating expenses, road improvement/projects, and other capital outlays.
(C) ARPA Coronavirus Local Fiscal Recovery Funds may not be used for deposit into any pension fund.
(D) The ARPA Coronavirus Local Fiscal Recovery Funds may not be transferred to another fund of the town.
(E) This Plan may be amended by the Town Council as long as any amendments comply with Section 603 of the ARPA.
(F) Sufficient internal controls of all transactions from the Funds shall be in place at all times.
