§ 32.149 TO CONDUCT PUBLIC HEARINGS.
   (A)   The Town Historic Preservation Commission shall follow the procedure outlined in this section for notice to the public and property owners before making any recommendation for inclusion of a building or site in an historic district.
   (B)   After identification of a building, buildings, site or sites, which the Commission wishes to consider for inclusion in the Town Historic District the Commission shall:
      (1)   Select a date, time and place for a public hearing on the proposition of inclusion of the building, buildings, site or sites;
      (2)   Publish notice in the Newburgh Register on one occasion, at least ten days before the hearing, of such hearing;
      (3)   Give notice to each property owner, by regular U.S. mail, of the date, time and place of the hearing and the fact that a building, buildings, site or sites owned by the property owner is or are being considered for inclusion in the District; and
      (4)   Conduct a public hearing on the proposition of such inclusion.
   (C)   No proposal to include a building, buildings, site or sites in the District shall be considered by the Town Council until such hearing has been conducted by the Commission.
