All voting members of the Commission shall be residents of the town who are interested in the preservation and development of historic areas of the town. The Commission is authorized to nominate, as non-voting members, up to five advisory members to the Town Council. Such advisory members, who need not be residents of the town, if approved by the Council, shall serve a term of three years.
