(A) Exposed areas to be protected; potential erosion minimized. Land alteration which strips the land of vegetation, including regrading, shall be done in a way that will minimize erosion. Whenever feasible, natural vegetation shall be retained, protected and supplemented. Cut and fill operations shall be kept to a minimum to ensure conformity with existing topography so as to create the least potential erosion.
(B) Protection during development. Temporary vegetation or mulching shall be used to protect exposed areas during development.
(C) Permanent vegetation; structural methods. Permanent and final vegetation or structural erosion-control devices shall be installed as soon as practical under the circumstances.
