Any land alteration must be accomplished in conformity with drainage requirements. Where any apparent conflict exists between drainage requirements of this subchapter and similar requirements of any state or federal agency which has jurisdiction of the work involved, the most stringent requirements shall be applicable. Except for the foregoing, compliance with any other applicable provision of law, ordinance or regulation shall not excuse noncompliance with this subchapter.
