The drainage facility shall:
(A) Be capable of accommodating a 25-year rainfall intensity without endangering the public safety and health, or causing significant damage to property;
(B) Be durable;
(C) Be easily maintained;
(D) Be safe to persons and vehicles;
(E) Retard sedimentation;
(F) Retard erosion;
(G) Where necessary, or required by the Board, provide retention/detention storage volume sufficient to accommodate a 25-year storm; and
(H) Where necessary, or required by the Board, provide retention/detention outlets designed to allow for no increase in runoff rate.
