(A) Resolutions may be adopted on one reading only if such resolution receives the unanimous affirmative vote of the Town Council, upon a motion to adopt at first reading, at a meeting at which not less than three members of the Town Council are present and voting.
(B) In all other cases resolutions are deemed adopted after an affirmative majority vote upon a motion to adopt after second reading at the next Town Council meeting.
