§ 31.41 PROCEDURES.
   (A)   Citizens.
      (1)   Rule 1. When a citizen wishes to speak, he or she shall rise and address himself or herself to the Council. The citizen shall state his or her name and address. Such person shall confine himself or herself to the subject under consideration and shall avoid personality.
      (2)   Rule 2. No citizen shall speak more than twice on the same question without leave of the President, nor more than once until every person choosing to speak shall have spoken.
      (3)   Rule 3. When two or more citizens rise at once, the presiding officer shall decide which shall speak first.
   (B)   Council members.
      (1)   Rule 1. Any member of the Council may change his or her vote before the announcement of the result by the Chair. Every member must vote upon every question unless such member has excused himself or herself by announcing his or her recusal on the question.
      (2)   Rule 2. A majority of the members of the Council shall constitute a quorum for the transaction of business.
      (3)   Rule 3. The presiding officer shall decide whether any question is carried by affirmative or negative vote unless a roll call is required.
   (C)   Reconsideration. When any question has been once decided, any member voting with the majority may move a reconsideration thereof on the same or next regular meeting: provided, that no such motion shall be introduced at the next or subsequent meeting, unless the member intending to make the same shall have given notice of such intention to the other Council members. A resolution once adopted may be rescinded by subsequent resolution, and ordinance adopted may be repealed by subsequent ordinance.
