Regular meetings of the Town Council shall be held on the second and fourth Wednesday evenings of each month, at the hour of 5:30 p.m. Special meetings of the Council may be held at any time upon the call of the President, or as set forth in § 31.36 and it shall be the duty of the Clerk-Treasurer to cause notice of such meetings to be served upon each member either in person or by notice left at his or her place of residence.
