(A) Both permits authorized in this chapter shall issue only from the office of the Town Police Department and only after completion of the following procedure:
(1) An application for the appropriate permit shall be filed with the Town Police Department. In the case of the special permit the application shall be filed not less than three days prior to the date the permit is needed. In the case of an annual permit, the application for the original permit must be filed not less than five days prior to its issuance and all renewals of annual permits shall be requested not less than ten days prior to the expiration of the annual permit.
(2) In the case of a special permit, a license fee of $15 shall accompany the application. In the case of an annual permit a license fee of $10 shall accompany the original application or any request for renewal of the permit.
(3) The application for either permit shall be in writing on such forms as shall be prescribed by the Town Police Department.
(4) In the case of an annual permit, an inspection of the shooting range by the office of the Police Department shall be required prior to the issuance of the permit.
(5) In the case of a special permit, the applicant shall, at a minimum, set forth the purpose and plan for discharging the firearm, detail the safety procedures to be utilized and identify the location where the firearms will be discharged. The office of the Town Police Department shall review the plan, safety procedures and the physical location prior to the issuance of such a permit.
(6) The Town Police Department may deny any permit, if upon investigation, it is found that the shooting range does not meet the requirements of this chapter or that the location, plan or safety procedures, as required to be set out for a special permit, are inadequate.
(B) An annual permit issued under this section shall be prominently displayed at a conspicuous location at the shooting range. A special permit issued under this section shall be in the physical possession of the permit holder at all times firearms are discharged as allowed by such permit.
(C) Each person who physically causes the discharge of a firearm, at a place other than a permitted shooting range shall have the required permit except that, in the case of an event organized by a not-for-profit organization involving the discharge of a shot gun or black powder weapon, the permit may be issued to one individual who shall be responsible for the discharge of such firearms at such event by such participants.
(D) The prohibitions and permit requirements of this chapter shall have no application to any member of a police agency acting as such an officer within the scope and course of his or her employment.
