No person, firm or corporation shall use any of the Riverfront Walkway for purpose of giving any public performance unless such person, firm or corporation shall first secure a permit for such use from the Town Council. PUBLIC PERFORMANCE shall mean any musical or oratorical presentation designed or intended to be heard by the public or those persons using the walkway as a public way, the display for sale of goods or any other use for a business purpose.
