There are hereby established three standing committees which shall be known as the Committee on Finance, Committee on Personnel and Committee on Utilities and Public Works. Said Committees shall consist of not more than two members of the Town Council who shall serve as Co-Chairpersons of the committee, and such other persons as shall be selected by the Council to serve on such committee. Such committees may conduct such investigation or hold such hearings as they deem necessary regarding any matter before them and shall report their recommendations, if any, to the Town Council on such matters.
