(A) At the municipal election held in November, 1991, the Council members elected from the Second District and the Council member at large shall be elected for a term of three years beginning at 12:00 p.m. (noon) January 1 following the election. Thereafter, such Council members for the Second District and the Council member at large shall be elected to a four-year term.
(B) Council members from Districts One, Three and Four shall be elected to a four-year term commencing at 12:00 p.m. (noon), January 1, following the election of November, 1991.
(C) The office of Clerk-Treasurer shall be elected to a four-year term at the municipal election held November, 1991.
