(A) The identity and limit of spending authority per officer or employee of the town is set out in division (B) below. No capital expenditure, as defined in the town's capital asset policy, shall be made except upon approval by the Town Council. No capital expenditures, as defined in the town's capital asset policy, shall be made by the use of a credit card without the express direction of the Town Council.
