(A) There shall be collected sanitary sewer plan review fees, from each applicant for a sewer construction permit, in the amount incurred by the town for such review. Such fee shall include the cost of engineering review, contract preparation and administrative costs connected with the execution of program. Such review shall be billed to the applicant at the actual cost incurred by the town.
(B) In the event the applicant who receives such billing wishes to contest the amount of such bill, such applicant shall submitted a detailed request to the Town Sewer Committee setting forth the basis for the contest of the billing. Such Committee shall review the request and make a recommendation to the Town Council regarding the request.
