§ 51.009 LAWS AND ORDINANCES, AND EFFECT THEREON.
   The provisions of this chapter are cumulative to and do not supersede, pre-empt or invalidate, any zoning, building, health or other laws, ordinances or codes in effect as of the date hereof except, and to the extent that, state or federal law preempts, supersedes or invalidates a provision.
