§ 51.003 RIGHT OF ENTRY.
   The town, the Town Engineer, plumbing inspectors and other duly-authorized representatives of the town, bearing proper credentials and identification, shall have the right to enter on all properties for the purpose of inspection, observation, measurement, samplings and testing in accordance with the provisions of this chapter.
