All trash receptacles as defined herein shall be completely screened from public view by a visually impervious screen. Such screen may be by a structure, a fence or, a combination of such structure or fence and a building wall that has the same effect as a structure or fence. Whatever screen method is selected by the owner shall completely block the view of the trash receptacle by the public. Such screen shall be at least four inches higher than the highest point on the receptacle it is screening.
