§ 152.03 INTERPRETATION AND CONFLICT.
   In interpreting and applying this chapter, its provisions shall be held to be the minimum requirements necessary for the promotion of public safety, health, convenience, comfort, prosperity, and general welfare. It is not intended by this chapter to interfere with, or abrogate, or annul any easements, covenants, or other agreements between parties unless they violate this chapter. When two specific provisions of this chapter conflict, or a provision of this chapter conflicts with any other code, statute, law, ordinance or regulation, the most restrictive section shall apply.
