(A) All bicycles owned by residents of the village, which are used in the village shall have a license attached thereto on or before September 15, 1974.
(B) The charge for this license shall be $.50 for a period of three years beginning September 15, 1974.
(C) The failure to license a bicycle as required above shall subject the owner of the bicycle to a fine of not more than $25.
