(A) No person shall operate a motor vehicle upon any public street, road or alley within the city in such manner that the vehicle is so rapidly accelerated that the tires of such vehicle create unnecessary noise or smoke.
(B) No person shall operate any motor vehicle on any public or private property other than streets, roads or alleys in such a manner that the vehicle is so rapidly accelerated that the tires of such vehicle create unnecessary noise or smoke.
(C) Whoever violates the provisions of this section shall be fined not more than $50 for the first offense and not exceeding $500 for each subsequent offense.
