At such time as the Utility is notified of a change of tenancy or ownership, the Utility shall make a final meter reading and prepare and mail a final bill. The former customer is responsible for all service supplied to the premises until such notice has been received and the Utility has had a reasonable time, but not less than three regular business days, to make a final meter reading.
