§ 51.02 GENERAL RULES.
   (A)   These rules and regulations of this chapter are subject to, and include as part thereof, all orders, rules, and regulations applicable to the Utility from time-to-time issued or established by New Bremen Village Council under its emergency powers.
   (B)   The Utility reserves the right to make such further policies regulating electric service in order to carry out the purposes of this chapter as experience may suggest, and as the Utility may deem necessary or convenient in the conduct of its business.
   (C)   The regulations of this chapter shall not apply during periods of shortage in the supply of electricity available to the Utility, to the extent that compliance by the Utility with such rules and regulations is precluded by the shortage in supply. During periods of shortage of supply to the Utility, restrictions on new service and curtailment of existing service shall be governed strictly by the Utility.
   (D)   The Service Representative shall be empowered and required (with good cause and good faith):
         (1)   To compromise and adjust billings;
         (2)   To negotiate, defer and compromise disputes as to service department requirements;
         (3)   To cancel disconnection and/or order reconnection.
   (E)   The Service Representative shall strive to secure reasonable alternate methods of payment or reasonable security for payment in order to preserve Utility service, and shall maintain residential Utility service without discrimination.
   (F)   The Service Representative shall be familiar with, and able to advise, utility customers and consumers of agencies, resources, and programs locally available to assist in the payment of utility bills.
