(A) The general purpose of this policy for termination of utility services is to ensure utility consumers sufficient advance notice of proposed utility services termination so as to avoid erroneous or arbitrary services disconnection.
(B) This policy applies to the termination or disconnection of the following utility services:
(1) Electricity; and
(2) Water and sanitary sewage.
(C) Utility services may be disconnected or terminated by the village only for the following reasons:
(1) Nonpayment;
(2) Emergencies and repairs; and
(3) At request of both customer and consumer of services.
(D) Disconnections other than at the request of both the customer and consumer of service may not occur without proper notice and opportunity for hearing. Rules shall be adopted to ensure that clear standards exist for providing such notice and opportunity. The rules shall be complied with by all service department employees.
