Temporary permits for nonconforming buildings or uses incidental to the neighborhood may be granted by the Zoning Board of Appeals upon application of interested parties and upon public notice to the neighborhood in question and upon public hearing on such issue. Such temporary uses shall be granted for a period not to exceed three years, but may be renewed upon application for successive periods of not more than one year each.
