(a) If an applicant shows that any mandatory provisions of these Regulations are unreasonable and cause undue hardships as they apply to his proposed subdivision, the Planning Commission may grant a variance to such applicant from such mandatory provisions so that substantial justice may be done and the public interest secured; provided that such variance may be granted only upon a determination made at a public meeting, and that such variance will not have the effect of nullifying the intent and purpose of these Regulations.
(b) In granting variances and modifications, the Commission may impose such conditions as will, in its judgment, secure substantially the objectives, standards or requirements set forth in these Regulations.
(c) Any subdivider aggrieved by a finding, decision or recommendation of the Commission may request and receive opportunity to appear before the Commission, present additional relevant information and request reconsideration of the original finding, decision or recommendation. Such request for reconsideration must be filed within ninety days of the original finding of the Commission.
