No person, firm or corporation shall conduct a place of business for the purpose of barbering in the Municipality without first having secured a license or certificate to barber from the State Board of Barber Examiners of Ohio as provided in Ohio R. C. Chapter 4709.

(a) No person, firm or corporation shall open, conduct, maintain or operate a barber shop for revenue, pay, free or otherwise, in the Municipality unless he or it has obtained a permit therefor from the Municipality.
(b) The person or company desiring a permit shall make application to the Mayor.
(c) Before opening any new barber shop in the Municipality, the proprietor thereof shall apply to the Administrator for an inspection certificate, showing that the shop complies with the sanitary regulations of the Administrator. The fee for an inspection certificate shall be fifteen dollars ($15.00). (Ord. 845. Passed 12-15-36.)
Every applicant for a permit shall file with the Mayor a written application stating the full name and address of the applicant, or, if more than one person or if an association or corporation, the full name and addresses of all parties interested. The application shall also state the following:
(a) The exact location, including a street and number, where the barber shop is to be opened, conducted, maintained or ope rated;
(b) Whether the applicant or applicants are citizens of the United States;
(c) The name and address of the owner of the premises in which such barber shop is to be located; and
(d) The name under which the barber shop will be opened, maintained, operated or conducted. The application shall be signed by the applicant or applicants.

Every person, persons, firm or corporation to whom a permit is granted to operate a barber shop, shall pay an annual license fee therefor in the sum of two dollars ($2.00) for each year or part of year during which the barber shop is operated.
All permits so issued shall expire on December 31 of the year in which they are issued.
All money received by way of permit fees or inspection fees, shall be paid into the general fund of the Municipality.

No person, firm or corporation operating any barber shop shall obstruct the view to the interior at any time wherein barbering is done for revenue, pay or free or otherwise, by the use of blinds, shades, screens, painted or frosted glass or any other device to prevent a free unobstructed view from the outside of the barber shop.
