§ 33.02 MEMBERSHIP.
   (A)   The membership of all county boards and commissions set forth in § 33.01 shall be appointed by official action of the Newberry County Council. Membership of all the boards or commissions set forth in § 33.01 shall be 7 members each, except for the Newberry Hospital Board which shall be 15 members, with 2 members appointed from each district, plus consideration of a nominee as may be recommended by the medical staff selected from the current medical staff of the Newberry County Memorial Hospital. Membership on the Newberry County Library Board shall be 7 members. Membership on the Newberry Board of Rescue Squads shall consist of 2 at large members and 1 member from each of the following rescue squads: Whitmire, Lake Murray, Pomaria, Prosperity, Little Mountain, Newberry, and Chappells. Membership on the Recreation Commission shall consist of seven (7) members.
   (B)   Those persons serving on the aforementioned boards and commissions on October 9, 2002 continued to serve on the reconstituted boards until their successors were appointed by County Council and qualified for office.
   (C)   (1)   The terms of office for those persons appointed by County Council shall be for 4 years, except that the initial appointments by Districts 3, 6, and 7 shall only be for 2 years so as to provide for staggered terms.
      (2)   In order to stagger the terms of the 2 at large members on the Newberry Board of Rescue Squads, the initial term for the appointments will only be for 3 years.
      (3)   In order for the terms of the members to be coterminous with the other Newberry County boards and commissions pursuant to §§ 33.35 et seq., the members shall be appointed as if their terms begin 7-1-2001.
   (D)   No member of any of the aforementioned boards or commission shall serve concurrently as a member of any other county-appointed board or commission.
   (E)   No rescue squad shall operate as an official rescue squad of Newberry County until each proposed member has received the training required by the Board of Rescue Squads and by applicable state or federal law, until the necessary equipment has been identified and made available for use by the proposed rescue squad and until necessary insurance coverage has been arranged for the proposed members and the equipment to be utilized, pending approval by County Council, until money has been budgeted for its operation, and until County Council has taken final action, by resolution or by ordinance, to officially approve and recognize the proposed rescue squad as a rescue squad of Newberry County.
