§ 31.74 PREPARATION, PUBLICATION, AND NOTICE.
   Unless waived by a majority vote of those members of the Council present and voting, no ordinance or regulation shall be enacted or promulgated by the Council unless it has been prepared or reviewed by the County Attorney or other competent attorney approved by the Council, and his or her approval as to the legality of the proposed ordinance or regulation is endorsed thereon and the County Administrator's approval as to form. All ordinances, regulations, and actions of the Council shall be deemed published and the public notice thereof shall be effective as of the date the formalities of enactment herein above provided are complied with, and are entered into the minutes of the Council.
