There is hereby established a formal system to be hereafter employed by the Council of enacting, recording, and preserving the official actions of the Council pursuant to the authority vested in it by the constitution and laws of the state. No action hereafter taken by the Council shall have force and effect unless same is accomplished in accordance with this chapter, except as otherwise specifically provided by the law of this state or of the United States.
