(A) To the extent required by S. C. Code § 4-9-130, as amended from time to time, public hearings, upon giving reasonable public notice, shall be held before final Council action is taken to:
(1) Adopt annual operational and capital budgets;
(2) Make appropriations, including supplemental appropriations;
(3) Adopt building, housing, electrical, plumbing, gas, and all other regulatory codes involving penalties;
(4) Adopt zoning and subdivision regulations;
(5) Levy taxes; and
(6) To sell, lease, or contract to sell or lease real property owned by the county.
(B) As required by S.C. Code, § 4-9-130 for ordinances requiring a public hearing, not less than 15-days’ notice of the time and place of such hearing shall be published in at least 1 newspaper of general circulation in the county and shall be posted in the Courthouse Annex. Provided, however, that the notice provisions of S.C. Code § 6-1-80 shall apply in lieu of the notice provisions of S.C. Code § 4-9-130, when it is necessary to give public notice of the public hearing to be held before the adoption of the budget for the next fiscal year, and those notice requirements are incorporated herein by reference.
