(A) Except in the case of an ordinance or resolution, any official decision, proclamation, motion, administrative action, or routine business involving or requiring consent or decision of the Council shall be entitled an action.
(B) The action shall require no special form.
(C) The action may be passed by a majority vote of those members present and voting, in public session.
(D) The action shall be effective upon its official entry in the minutes of the Council, which shall be a permanent public record.
