§ 31.28 VOTING.
   (A)   All votes shall be recorded by the Clerk to Council and preserved in the official minutes.
   (B)   Any member who does not record a negative vote or declare himself or herself as not voting shall be recorded as voting in the affirmative.
   (C)   Debate shall cease during voting and until the decision is announced by the Chairperson.
   (D)   No vote change shall be allowed after the announcement of the decision.
   (E)   No vote by proxy shall be permitted in any case.
   (F)   Except where otherwise specified in the rules, a majority vote of those members present and voting shall decide all questions.
   (G)   No member shall vote on any question of a private nature in the event of which he or she is personally or pecuniary interested. He or she shall register his or her interest with the Council and the Clerk to Council shall note same in the minutes. He or she shall remove themselves from the room until this issue is decided.
   (H)   (1)   The Chairperson shall vote in all cases (except when he or she may be personally or pecuniary interested or otherwise excused).
      (2)   His or her name shall be called last, and if with his or her vote the Council remains equally divided, the question shall be decided in the negative.
