§ 31.26 ORDERS OF SESSION.
   (A)   Meetings of the Council shall be conducted according to the agenda for the day, which shall be adopted by the Council, and any departure from it shall be out of order unless the Council shall so order by majority consent for suspending the rules.
   (B)   (1)   All items of new business to be included in the agenda must be delivered to the Clerk to Council prior to 12:00 p.m. 1 week prior to the regular meeting.
      (2)   Items of business for special meetings will be at the discretion of the Clerk to Council.
   (C)   Any matter postponed or continued by action of the Council shall be automatically included in the agenda for the next meeting or as determined by the Council.
   (D)   Any matter deferred by action of the Council shall be automatically included in the next regular or special meeting or as directed by the Council.
   (E)   The agenda shall consist of the following categories of business, to be taken up in the order listed:
      (1)   Opening of meeting;
      (2)   Invocation;
      (3)   Pledge of allegiance;
      (4)   Personal appearances;
      (5)   Adoption of consent agenda;
      (6)   Additions, deletions, and adoption of the agenda;
      (7)   Ordinances (public hearings shall be conducted prior to the reading of the ordinance):
         (a)   Third reading;
         (b)   Second reading; and
         (c)   First reading.
      (8)   Resolutions;
      (9)   Committee reports (in alphabetical order);
      (10)   Appointments;
      (11)   Acceptance of bids;
      (12)   Other items;
      (13)   Requests by Council members;
      (14)   Public comments (by those who signed up at the meeting);
      (15)   Vote for executive session (when necessary);
      (16)   Executive session;
      (17)   Take any necessary action on matters discussed in executive session;
      (18)   Comments from the County Administrator;
      (19)   Comments from Council Members;
      (20)   Vote to Adjourn;
      (21)   Adjournment.
