§ 31.03 PRESIDING OFFICER.
   (A)   The Chairperson shall act as presiding officer of the Council, and the Vice-Chairperson shall preside in his or her absence.
   (B)   In the absence of both, the members present shall select a temporary presiding officer for the meeting.
