(A) There shall be a Chairperson and a Vice-Chairperson elected by the Council from among its members.
(B) Their terms of office shall be for 1 year or until their successors are elected and qualified.
(C) Vacancies shall be filled for the unexpired term of the office vacated.
(D) The elections shall be by majority vote of the whole Council and shall be held at the first meeting of the Council in January of each year.
