Proceedings of the Ethics Commission shall be held in accordance with I.C. 5-14-1.5, however, prior to the Ethics Commission finding probable cause, a proceeding shall be held in executive session, pursuant to I.C. 5-14-1.5-6.1, unless the individual who filed the complaint or a person who is directly affected by the complaint requests a public hearing at least ten days in advance.
