§ 33.138 JURISDICTION.
   (A)   The Ethics Commission has jurisdiction over officials, appointees, employees, persons with a business relationship with any agency, and individuals filing complaints before the Ethics Commission with respect to suspected violations of the standards of conduct of this chapter.
   (B)   The Ethics Commission does not have jurisdiction over the following:
      (1)   Complaints filed more than two years after the date of the suspected violation;
      (2)   Suspected violations of agency policies promulgated under federal or state regulation.
   (C)   Any complaint filed alleging a violation by a Council member shall be referred by the secretary to the Ethics Committee established by § 33.141.
   (D)   A complaint or investigation before the Ethics Commission may be stayed if the matter is subject to pending litigation or notice by law enforcement that a criminal investigation is underway.
