In order to eliminate prejudice among the various groups in the city and to further goodwill among these groups, the Commission may prepare educational programs designed to emphasize and remedy the denial of equal opportunity because of a person's race, religion, color, sex, national origin, ancestry, sexual orientation, gender identity, veteran or military status, or disability, its harmful effects, and its incompatibility with the principles of equality.
