No person shall loiter or remain in or about a school building or grounds, or within 1,000 feet thereof, either afoot or in any vehicle whether moving or parked, not having any reason or relationship involving custody of or responsibility for a pupil then enrolled in the school, or any other specific or legitimate reason for being there, and not having written permission from a school administrator of the school, unless the person is enrolled then in the school.
