No person, firm, corporation, partnership or association shall engage or continue to engage in the business of buying and selling precious metals except as authorized by this chapter without having first obtained a license from the City Controller. Applicants for the license shall conform to Chapter 110. The license fee shall be $10 per year and collected by the City Controller, pursuant to Chapter 110.
