It shall be unlawful for any person to in any manner obstruct, hinder or interfere with any officer or person in the full discharge of his or her duty under this chapter or to refuse or withhold any information desired by the enforcement officer relative to the sanitary condition, management or arrangement of any massage parlor or establishment.
