The sale, consumption and possession of alcoholic beverages within the area of the River Heritage Overlook Cultural Center, as defined east at the concrete floodwall just east of East 6th Street, west to the Jaycee Park marker just east of West 10th Street, north at the north edge of the levy, and south to the Ohio River's edge, is prohibited except during those special events held in such area as determined and designated by the River Heritage Overlook Cultural Center Committee.
