§ 111.99 PENALTY.
   An individual found to be in violation of the provisions of § 111.01 as a first offense shall pay a civil penalty of $25 to the City Clerk. For any subsequent violation of the provisions of this chapter, the person shall be fined not less than $26, nor more than $100.
