(A) All fees and charges collected under the provisions of this division, parking, except when the same have been paid into the court, shall be paid into the City Clerk and deposited in the Non-Reverting Fund.
(B) Failure, refusal or negligence on the part of any officer or employee receiving or having custody of any such monies, either before or after a deposit in the General Fund, to comply with the foregoing provisions of this section shall constitute misconduct in office, and shall be grounds for removal therefrom.
