§ 70.40 TRAFFIC DIVISION OF POLICE DEPARTMENT; DUTIES.
   (A)   There is established in the Police Department of the city a Traffic Division to be under the control of the Chief of Police and the Traffic Commission.
   (B)   It shall be the duty of the Traffic Division, with such aid as may be rendered by other members of the Police Department, to enforce the traffic regulations of the city, make arrests for traffic violations, investigate accidents and cooperate with the city's Traffic Engineer and any and all other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and carry out the duties specially imposed upon the Division by this chapter and the traffic ordinances of the city.
   (C)   It shall be the duty of the Traffic Division and all police officers of the city to enforce all street traffic laws of the city and all laws of the state applicable to street traffic within the city. Provided, however, that in the event of any emergency or to expedite traffic or safeguard pedestrians, officers of the Police and Fire Departments may direct traffic as conditions may require, notwithstanding the provisions of the traffic ordinances of the city.
